Thanks! If you haven't fixed it yet, right click chrome and hit "run as administrator." Sometimes the permissions get wonky in Windows. After uninstallation, I'd make sure that C:\Program Files (x86)\Google\Chrome\ and any Google folders under Local and Roaming AppData folders is deleted as well.

Try launching Chrome with --disable-gpu parameter (without hardware acceleration). For that, go to Chrome shortcut properties and type in --disable-gpu in "Target" box right after the things you already have in that box, but make sure to put a space in-between the stuff you have and --disable-gpu parameter. Your properties box should look like this.
